Free City College Oversight Committee

DCYF is charged with the administration of the Free City College Program and the City College Financial Assistance Fund Oversight Committee, also known as the Free City College (FCC) Oversight Committee. The members of the Oversight Committee were appointed according to File No. 190730. Information on members and their terms can also be found on the 311 Boards & Commissions Database.

All Oversight Committee meetings are open to the public and take place at City College (Main Campus), MUB-140 (50 Frida Kahlo Way, San Francisco, CA 94112) unless otherwise indicated.

Committee Members

The Oversight Committee consists of fifteen members. Each member of the committee serves at the pleasure of the member’s appointing authority, and shall serve for the life of the committee unless removed by the appointing authority. More information on committee membership can be found in the Oversight Committee Bylaws.

  • Seat 1: Hong Mei Pang*
    Shall be held by the Mayor or the Mayor’s designee.

  • Seat 2: Alan Wong *
    Shall be held by the president of the City College Board of Trustees or the president’s designee.

  • Seat 3: Vacant
    Shall be held by a student at City College, appointed by the Mayor.

  • Seat 4: Win-Mon Kyi
    Shall be held by a student at City College, appointed by the Board of Supervisors.

  • Seat 5: Heather Brandt
    Shall be held by a student at City College, appointed by the City College Associated Students.

  • Seat 6: Vacant
    Shall be held by a member of the Board of Supervisors, appointed by the Board of Supervisors or that member’s designee.

  • Seat 7: Patrick West
    Shall be held by an employee or officer of the San Francisco Unified School District, appointed by the Board of Education of the San Francisco Unified School District.

  • Seat 8: Calvin Quock
    Shall be held by the Controller or the Controller’s designee.

  • Seat 9: Maria Su
    Shall be held by an employee of the Department of Children, Youth, and Their Families, appointed by the Director of the Department.

  • Seat 10: Dr. Lisa Cooper Wilkins
    Shall be held by a City College employee who is involved in the administration of the Free City College program, appointed by the City College Board of Trustees.

  • Seat 11: Alisa Messer
    Shall be held by a City College faculty member, appointed by the City College Academic Senate.

  • Seat 12: Vacant
    Shall be held by a classified staff member of City College, appointed by the labor organization that represents the largest number of classified City College employees.

  • Seat 13: Jill Yee
    Shall be held by a member of the public, appointed by the Mayor.

  • Seat 14: Conny Ford
    Shall be held by a member of the public, appointed by the Board of Supervisors.

  • Seat 15: Malinalli Villalobos
    Shall be held by a student trustee member of the City College Board of Trustees.
